Otto Aviation to build sustainable aircraft manufacturing facility in Florida
Otto Aviation has announced plans to build a manufacturing and production facility at Cecil Airport in Jacksonville, Florida. The company, which develops sustainable aircraft technologies, is investing in a new plant expected to create hundreds of jobs as it prepares for production of the Phantom 3500 business jet.
The facility will occupy between 80 and 100 acres of land and will serve as the primary site for the final assembly of the Phantom 3500. Initial operations will begin in Hangar 825, previously constructed by the U.S. Navy, with future expansion planned for a dedicated manufacturing plant. Production of flight test vehicles is scheduled to begin in 2026, with flight tests expected by early 2027. Otto Aviation plans to achieve aircraft certification and entry into service in 2030.
The project is supported by a $34.9 million incentive package from the Jacksonville Aviation Authority, up to $20 million in Revenue Enhancement Value grant funding from the City of Jacksonville, and over $430 million in Corporate Income Tax Credits and High Impact Performance Incentive grants from the State of Florida.
