Keep the lights on

 

 

EUCI is offering a package that includes information from its April 14 conference, “Preventing the Next Blackout.” The conference covers issues generated by the massive power outage on Aug. 14, 2003. There had been warnings from top energy experts about an impending crisis in major parts of the nation’s interconnected systems. Despite these warnings, the massive outage that started in the Midwest and cascaded quickly to the Northeastern United States and Ontario surprised many.

Several studies are underway to determine the causes and recommend solutions may have profound implications for how the nation’s transmission grids are organized, operated and maintained. The immediate focus is on the need for mandatory "standards," but is that a sufficient focus? Assuming that is part of the problem, who should set these reliability standards, and what should the standards require? Is the structure of the industry, with its reliance on a mix of utility control areas and regional but incomplete ISOs, up to the task of managing the huge transmission interconnections? EUCI’s workshop package reveals the discussion and strategies of a variety of speakers who are working on answering these and other important questions.
